Error with a quest's instructions (re: Chapter 9: Smoke and Mirrors)

I'm currently playing through the after-battle camp exploration in Chapter 9: Smoke and Mirrors, going through the quests that I have to do. One of the quests, listed as "Camp Expansion" tells me to "Talk to Guillermo in the Lodgings area", however he is located next to Elias within the Operations Area during this part
I have attached an image to show this
